Petroleum Licence

Under the Petroleum (Consolidation) Act (Northern Ireland) 1929, anyone with premises where petroleum is stored and dispensed by mechanical means for resale, e.g. petrol filling stations, or on private sites servicing company vehicles, must have a valid petroleum licence issued by the District Council.

Under the Petroleum (Consolidation) Act (Northern Ireland) 1929, anyone with premises where petroleum is stored and dispensed by mechanical means for resale, e.g. petrol filling stations, or on private sites servicing company vehicles, must have a valid petroleum licence issued by the District Council.
 
If you store petroleum you must be licensed by your local authority and comply with any conditions attached to the licence.  Licences are not required for any petrol kept for private use or for sale that is not more than 570 millilitres per container or totals less than 15 litres.
 
Fees will apply to licences depending upon the quantity of petroleum stored as follows:
 

Not exceeding 2,500 Litres
 
£42.00 for each year of licence
Exceeding 2,500 Litres, but not exceeding 50,000 Litres
 
£58.00 for each year of licence
Exceeding 50,000 Litres
 
£120.00 for each year of licence
Transfer of petroleum licence
 
£8.00

Application Evaluation Process
Inspection of the premises, payment of the fee and submission of all documents will take place before the application can be approved.
 
An electrical certificate will also be required and plans of the proposed site layout must be sent for first time applications or if there has been a change to the site. 
 
Will Tacit Consent Apply?
No. It is in the public interest that the authority must process your application before it can be granted.

Failed Application Redress

Please contact Antrim and Newtownabbey Borough Council at the above details in the first instance.
 
If an application is refused the applicant may request a certificate from the local authority detailing the grounds for refusal.
 
Appeals may be made, in writing, within ten days of receipt of the certificate to the Health and Safety Executive for Northern Ireland.
 
Licence Holder Redress
