COVID-19 (coronavirus) Information & Updates


Antrim and Newtownabbey Borough Council is implementing a comprehensive action plan to support the local community during the COVID-19 pandemic. We have set up a COVID-19 Emergency Response Team which meets three times a day and this includes the leaders of the political parties of the Council, Chief Executive and Directors.
To protect you and your family, as well as reduce the pressures on our health service, it is vitally important you follow government instructions on social distancing.
At this time the Council the Council is operating under emergency governance arrangements with delegated powers being exercised by the Chief Executive.
Following the latest expert advice from the Government, Public Health Agency and Department for Health our services are affected as below.

Waste Management

The bin collection service is currently unaffected. We are aware of some missed collections of wheelie-boxes in Ballyclare and these will be picked up from 7am Sat 28 / Sun 29 March.
No new bulky waste requests will be accepted – pre-booked collections will be serviced.
Only essential bin deliveries will be made.
Recycling centres are closed until further notice.

If your commercial waste service is provided by Antrim and Newtownabbey Borough Council and you have NOT RECEIVED an email from us regarding your waste collections, please email the Waste Management Team urgently, to discuss your requirements.

Civic Centres

Antrim Civic Centre and Mossley Mill are closed to the public until further notice. The registration of births can be arranged by appointment (see below). 

Births, Deaths, Marriages & Burials 

Register a Birth - You have up to 42 days to register a birth and this can still be done by making an appointment with the Registrar's Offices (please see below). 

Register a Death - You no longer have to register a death with the Registrar, this can now be done electronically. 

Marriages / Civil Ceremonies - Unfortunately all wedding / civic ceremony bookings and services have been suspended. 

Cemeteries - In line with the Prime Minister's announcement imposing restrictions on public gatherings, attendance at the graveside for burials is restricted.
Other than for burials, cemeteries will be closed.
The erection of headstones is suspended until further notice.

Leisure Centres & Services

All Council leisure, sports, and cultural buildings remain closed to the public until further notice.
All MORE membership direct debits have been frozen from 1 April for the foreseeable future.
The Council’s golf courses and the Antrim Stadium are closed.

Public Facilities

Public toilets are closed at all Council parks and cemeteries.

Parks, Open Spaces & Caravan Parks

Parks and open spaces remain accessible for recreation, but car-parks at these facilities are closed until further notice.
Play parks are closed until further notice.
Caravan Parks are closed until further notice.
Outdoor gyms are not available for use.
Allotments are also closed until further notice.

Theatre, Conferences & Events

All theatres are closed to the public.
All council events, exhibitions and classes are cancelled until the foreseeable future.

Visitor Attractions

All visitor attractions are closed to the public.
Caravan Parks have been closed and locked.

Community Centres & Pavilions

All bookings in Community Centres are cancelled and these facilities will undergo a deep clean, but they will remain open to provide support to communities over the weeks or months ahead.

Environmental Health

Environmental Health services will continue as normal. 

Planning Service

As the Council responds to coronavirus (COVID-19), the Planning Service is currently working within a limited capacity. Although we are reducing our normal services, we will progress current applications and appeals where possible. We have also temporarily amended the Council’s procedure for dealing with Planning Applications. Please visit the planning section on our website for further details.

Building Control

Normal Building Control services are suspended until further notice. We will continue to respond to reports of dangerous structures where the safety of the public is a concern. ​Dog Control & Dog Licensing

Our Dog Control service is temporarily suspended.
Dog licences should be renewed online via the Antrim & Newtownabbey Borough Council App or the Council.Direct service. For further details visit our Dog Licencing webpage.

Complaints, Freedom of Information and Environmental Information Regulations Requests

Given the current emergency circumstances, the Council will be directing it’s staff resource to priority work areas to assist our communities and the local economy. Therefore complaints, Freedom of Information and Environmental Information Regulations requests will not be actioned at this time and will resume as soon as it is practical to do so. Complaints and information requests received at this time will be acknowledged in due course.
