COVID-19 Update

1.30PM 1 April 2020

Antrim and Newtownabbey Borough Council is implementing a comprehensive action plan to support the local community during the COVID-19 pandemic. We have set up a COVID-19 Emergency Response Team which meets three times a day and this includes the leaders of the political parties of the Council, Chief Executive and Directors. 
 
To protect you and your family, as well as reduce the pressures on our health service, it is vitally important you follow government instructions on social distancing. 
 
At this time the Council the Council is operating under emergency governance arrangements with delegated powers being exercised by the Chief Executive. 
 
Following the latest expert advice from the Government, Public Health Agency and Department for Health our services are affected as below. 
 

Bin Collections

The bin collection service is unaffected. 
No new bulky waste requests will be accepted – pre-booked collections will be serviced.
Only essential bin deliveries will be made
Recycling centres are closed until further notice. 
 

Public Facilities

Public toilets are closed at all Council parks and cemeteries.
Parks and open spaces remain accessible for recreation, but car-parks at these facilities are closed until further notice. 
Play parks are closed until further notice.
Caravan Parks are closed until further notice
Outdoor gyms are not available for use.
Allotments are closed until further notice.

Car Parking Charges

Charges at Council Car Parks suspended as well as associated enforcement

Registration & Burials

All registration services remain open for deaths and births.
Civil Marriages will be postponed effective from close of business on 27 March and no new marriages will be arranged until further notice.
Attendance at the graveside for burials is restricted. This is as per Government guidance on public gatherings.
Other than for burials, cemeteries will be closed.
The erection of headstones is suspended until further notice.
 

Dog Licensing

Dog licences should be renewed online via the Antrim & Newtownabbey Borough Council App or the Council.Direct service. For further details visit our Dog Licencing webpage. 
 

Civic Centres

Antrim Civic Centre and Mossley Mill are closed until further notice.
 

Leisure and Arts Facilities

All Council leisure, sports, and cultural buildings remain closed to the public until further notice.
All MORE membership direct debits have been frozen from 1 April for the foreseeable future. 
As with the Council’s other parks and open spaces golf courses and the Antrim Stadium can be used. The buildings are closed and users should adhere to Public Health Agency advice about social distancing, handwashing etc.
All Council classes (e.g. photography, crochet), events and exhibitions (e.g. Brick Wonders, Garden Show Ireland) are cancelled for the foreseeable future.
All bookings in Community Centres are cancelled and these facilities will undergo a deep clean, but they will remain open to provide support to communities over the weeks or months ahead.

Planning Service

As the Council responds to coronavirus (COVID-19), the Planning Service is currently working within a limited capacity. Although we are reducing our normal services, we will progress current applications and appeals where possible. We have also temporarily amended the Council’s procedure for dealing with Planning Applications. Please visit the planning section on our website for further details. 
 

Building Control

Normal Building Control services are suspended until further notice. We will continue to respond to reports of dangerous structures where the safety of the public is a concern.
