Dog Owners Urged to Protect Livestock and Act Responsibly

Antrim and Newtownabbey Borough Council is reminding all dog owners of their responsibility to keep their dogs under control at all times.

Many people assume that livestock worrying only refers to a dog attacking or killing farm animals. However, the term covers far more than that. If a dog chases livestock in a way that could reasonably cause stress, injury, or financial loss to the owner, it is considered livestock worrying, even if no physical harm is immediately visible.

The consequences can be serious. Farmers may face the loss of valuable animals, costly veterinary treatment, miscarriages in distressed livestock, and damage to fencing or other property. What may seem like harmless chasing can in fact have devastating effects on farm businesses.

While most dogs are well-cared-for family pets, any dog, regardless of breed, size or temperament, has the instinct and ability to chase livestock. For this reason, the Council is reminding dog owners of their responsibility to keep their dogs under control at all times. Particular care should be taken to ensure dogs are securely contained at night and not allowed to roam.

It is a criminal offence to allow a dog to worry livestock and the Council’s Enforcement Officers have legal powers to act where livestock worrying is suspected. They may seize any stray dog believed to have been involved in an incident, and owners could face prosecution and fines of up to £1,000. In serious cases, a court may order that the dog be destroyed. Farmers also have the option of pursuing a civil claim to recover financial losses.

Dog owners are also reminded that all dogs must be licensed. Licensing helps councils promote responsible dog ownership and to trace dogs back to their owners if incidents occur.

The Mayor of Antrim and Newtownabbey Borough Council, Councillor Leah Kirkpatrick, said:

“As a dog owner myself I recognise the importance of keeping our countryside safe for everyone. Responsible dog ownership protects not only farm animals and rural livelihoods, but also beloved pets and their owners from distressing and avoidable consequences.”

Enforcement Officers will investigate all reported incidents. Anyone who witnesses a dog chasing or attacking livestock is encouraged to contact the Council’s Environmental Health Team on 028 9034 0160.
