What’s Changing?
Four new Dog Control Orders are proposed, which will make minor adjustments to existing Dog Control Orders:
1. The Dogs Exclusion (Antrim and Newtownabbey Borough Council) Order 2025
The effect of the Order will be to make it an offence, if at any time, a person in charge of a dog takes the dog onto or permits the dog to enter or to remain on, any land to which the Order applies.
2. The Dogs on Leads by Direction (Antrim and Newtownabbey Borough Council) Order 2025
The effect of the Order will be to make it an offence, if at any time, a person in charge of a dog fails to comply with a direction given by an authorised officer of the Council to put and keep the dog on a lead on any land within the Borough of Antrim and Newtownabbey which is;
(i) open to the air; and
(ii) to which the public are entitled or permitted to enter (with or without payment)
3. The Dogs on Leads (Antrim and Newtownabbey Borough Council) Order 2025
The effect of the Order will be to make it an offence, if at any time a person in charge of a dog fails to keep the dog on a lead on any land to which the Order applies.
4. The Fouling of Land by Dogs (Antrim and Newtownabbey Borough Council) 2025
The effect of the Order will be to make it an offence, if at any time, a dog defecates on any land within the Borough of Antrim and Newtownabbey which is;
(iii) open to the air; and
(iv) to which the public are entitled or permitted to enter (with or without payment) and any person who is in charge of the dog at that time fails to remove the faeces from the land.
