Local Development Plans 2030: ‘Call for Sites’

Following the adoption of the Antrim and Newtownabbey Local Development Plan (LDP) Plan Strategy (PS) on 03 July 2025, and the launch of the next stage of the LDP process, the Draft Local Policies Plan (DLPP) on 07 November 2025, the Council’s Planning Section continues to progress DLPP topic-based assessments and studies.

As part of the evidence gathering for the DLPP, the Council is undertaking a Call for Sites (CFS) exercise, in relation to Strategic Employment Land and Housing Land.

Call for Sites: Strategic Employment Locations (SELs)

The Council is inviting landowners, site promoters and other stakeholders to submit land for consideration for suitable economic uses in suitable employment locations, as set out in the Plan Strategy (Policy SP 2.2 – 2.10).

Call for Sites: Housing Land

The Council is inviting landowners, site promoters and other stakeholders to submit land considered to be suitable for Housing, as set out in the Plan Strategy (Policy SP 4.2 – 4.9).

Please be advised, it is essential to read the relevant guidance notes (links below), before completing your submission:

Each CFS will run for a twelve (12)-week period, from 24 November 2025 to 19 February 2026. Late submissions will not generally be accepted.

Please note, the submission of a site through this CFS exercise will not secure any planning status, nor guarantee that lands will be brought forward for zoning in the Local Development Plan and does not imply that the Council will grant planning permission for the use at a later date. Nothing in the CFS process, including the assessment of sites as part of that process, should be relied on as generating any expectation as to the future development potential of land or the likely outcome of any application for planning permission.

How to make a representation

Site submissions should be done by completing the CFS Online Response Form as fully as possible. Question 1 of the response form asks whether the submission relates to the Strategic Employment Locations CFS or the Housing CFS.

You will need to use a separate CFS Online Response Form for each site to be submitted, with the boundaries of each individual site clearly marked in red on the online map.

Should you require a copy of documentation in an alternative format, it can be made available on request in large print, audio format, DAISY or Braille. It may also be made available in minority languages to meet the needs of people for whom English is not their first language.

Soundness

Please be advised the DLPP as a whole will be assessed for ‘soundness’ at Independent Examination. This is a legal requirement under the Planning Act (Northern Ireland) 2011 and involves testing the principles, content and preparation process of the Plan against a list of key criteria. Further information in relation to soundness is contained within Development Plan Practice Note 6 published by the Department for Infrastructure.
