Council Statement
On 24 July 2026, Antrim and Newtownabbey Borough Council served an enforcement notice under section 138 of the Planning Act (Northern Ireland) 2011, on Loughview Leisure Group Ltd, the occupiers of the Chimney Corner Hotel, and various other landowners and persons whom, in the opinion of the Council, have an estate in the land, in respect of breaches of planning control under section 131 (1) (a) of the Planning Act (Northern Ireland) 2011, at the lands described below:
Premises at Chimney Corner Hotel, 630 Antrim Road, Newtownabbey, BT26 4RH
This Notice will take effect on 02 September 2026, unless an appeal is made against it beforehand to the Planning Appeals Commission (PAC).
As this enforcement case remains ongoing, the Council will refrain from further comment at this time, as that may prejudice any subsequent planning appeal or the outcome of any enforcement proceedings.
Local Development Plan Update
Affordable Housing Supplementary Planning Guidance
Following a period of public consultation, the Council has now published Affordable Housing Supplementary Planning Guidance, to support the application of the Affordable Housing policies set out in the Plan Strategy.

Section 14 Departmental Direction
Department for Infrastructure Planning Act (Northern Ireland) 2011, Revision of Antrim and Newtownabbey Borough Council Plan Strategy, (s14) Direction 2025
Following the adoption of the Local Development Plan 2030 - Plan Strategy on 3 July 2025, the Department for Infrastructure (DfI) issued the Council with the s14 Direction instructing the Council to make changes to its adopted Plan Strategy in relation to the Abbey Centre.

Call for Sites
As part of the evidence gathering for the Draft Local Policies Plan, the Council is undertaking a Call for Sites (CFS) exercise, in relation to Strategic Employment Land and Strategic Housing Land. Further information and guidance on how to submit your CFS application is set out here.
