The Belfast Region City Deal (BRCD) comprises the six councils of Antrim and Newtownabbey Borough Council, Ards and North Down Borough Council, Belfast City Council, Lisburn and Castlereagh City Council, Mid and East Antrim Borough Council and Newry, Mourne and Down District Council, working in partnership with Queen's University Belfast and Ulster University, Belfast Metropolitan College and the other Further Education colleges.
Following the Chancellor of the Exchequer’s announcement in November 2017 that BRCD negotiations would be opened, we established a major programme of work to develop a detailed, ambitious proposition. We submitted our negotiating position to the NI Secretary of State and Westminster on Friday, 28 September 2018, with the aim of securing £1bn of investment from a number of sources.
This co-investment from the UK government, local government, the universities and the private sector is designed to deliver a step change in our region’s economic fortunes and help achieve a 10 year programme of inclusive growth, and create 20,000 new and better jobs, accessible to people from all communities.
As a first step, the partner councils worked with city and region stakeholders, including politicians, the private sector, universities and colleges to complete a robust analysis of our competitive strengths, the key economic challenges facing the region – and what our most pressing needs are.
This research has helped to shape the four pillars of our ambitious proposition:
- Innovation and digital
- Tourism-led regeneration
- Employability and skills

This is a once in a generation opportunity to press the ‘fast forward’ button on our community and economic development plans, improve our competitiveness and enhance quality of life.
Negotiations with colleagues in Northern Ireland Civil Service, Ministry for Housing, Communities and Local Government and the Treasury will continue over the coming weeks to develop an emerging programme of regional investment.
We anticipate that an announcement will be made in the Autumn Budget, which would give the BRCD partners the green light to further develop our proposals.
